environment details
===================
- release: 14.10
- OS arch: 64bit
- relevant package versions:
  - unity-greeter: 14.10.2-0ubuntu1
  - lightdm: 1.12.1-0ubuntu1
  - language-selector-common/language-selector-gnome: 0.135

prerequisites
=============
- system is configured with two installed input languages/keyboard layouts.
- login is configured to be locked by password.

steps to reproduce
==================
1. when logged in, change the input language to one other than the default (He in my case, En is default).
2. log out/lock.
3. while still in the login screen, change the input language back to the default (En in my case).
4. login using a password.

expected result
===============
after login, the input language selected in the login screen should be selected.

actual result
=============
after login, the input language selection made in the login screen is not persisted, and the input language selected in the previous session is now active again.

Are you talking about display language or input language?

Which greeter are you using (unity-greeter or lightdm-gtk-greeter)?

Are saying unity greeter is the package that allows you to change the
language type before login?

yes - He for hebrew, but i don't think it has anything to do with the selected language.

No, but rather test with the language that you want to use.

I performed that test was actually able to switch to the Hebrew langange upon login. Once in the session, the selected language remained the default language. I had to install the Hebrew language as it was not a langauge to select during system install. I am using the latest build of Lubuntu. Try to perform this action again.

please read the description. the problem is not in switching to hebrew, it's in that the selected language don't match the one selected in the login phase.

perhaps you're confusing with another bug (which i have seen reported here on launchpad).
