No network connection in lightdm: (32) insufficient privileges

Bug Description
After the computer starts in lightdm (login screen) the message appears: no connection, use icon to connect (or something like that). I click on the icon, select one of wireless networks and immediately get this:
"(32) Insufficient privileges".
No request of wireless password, no chance to connect.
Kubuntu 13.10, Linux 3.11.0-12-generic #19-Ubuntu SMP Wed Oct 9 16:12:00 UTC 2013 i686 athlon i686 GNU/Linux
