Mute at login page, cannot be unmuted from logged in session

Bug Description

If in the login section of lightdm sound is muted, when a user logs into the Desktop Enviornment, volume controls are not able to unmute the volume.
This applys to Gnome3, Mate1.6, and Unity, possibly others Desktop Enviornments.

This bug gives the impression that sound doesn't work, despite having functional hardware, and appropriate software settings in the DE.
