unity-greeter messes with system-wide keyboard configuration

Bug Description
Symptoms:
I want to set system-wide keyboard options. I edit /etc/default/
Running `sudo udevadm trigger --subsystem-
Why I think this bug is related to unity-greeter: changing display manager to gdm or to lightdm with lightdm-gtk-greeter makes the problem vanish.
I'm using Awesome WM but default Unity desktop is also affected: while I can change keyboard options in Settings -> Keyboard layout, I still cannot apply system-wide settings from /etc/default/
