Sound Launcher Stays Minimize Upon Additional Launches

I launch "Sound Settings" by going to the speaker icon by the clock and then I click "Sound Settings".

After doing this, if that window become minimized, and I try to launch "Sound Settings" again (in the manner described above, the minimized window should regain focus, but it does not.
