Bug Description

Reproducer ;

1. Set proxy with UI on user1
Method : Manual
HTTP Proxy : http://test.com Port : 8080
HTTPS Proxy : https://test.com Port : 9090

Click "Apply system wide"

No warning/error will be shown, but if looking at :
- /etc/environment
- /etc/apt/apt.conf

They won't be updated/created.

The reason is because the protocol is automatically added during the saving process so that the configuration should look as follow : (without the protocol http://, https://)

Method : Manual
HTTP Proxy : test.com Port : 8080
HTTPS Proxy : test.com Port : 9090

In order to improve the user experience, it would be great to have a mechanism that detect if the protocol has been accidentally added to the field, or at least a quick message in the applet window to let the user know to not add the protocol.
