Icons fuzzy on HiDPI

Bug Description

In Ubuntu Yakkety, the System Settings icons are fuzzy/low-res when used on a HiDPI (pixel doubled) display.

I've seen this issue in GTK apps when the app requests a pixbuf when it should be using Gtk.Image from the icon name.

Example bug report from elementary OS is bug 1469908.

GNOME Screenshot doesn't handle HiDPI well, so all you'd see is a pixel-halved version. I can see if I can take a screenshot with something else.

Looks like I was wrong! GNOME Screenshot worked fine. Attached are both the full-resolution unedited screenshot, and a screenshot with several of the exact same icons overlaid pixel-doubled properly as an example of how it should look.
