Mouse cursor turns busy spinning if launching unity-control-center again while it's already running

Bug Description

Description: Ubuntu 16.04 LTS
Release: 16.04

unity-control-center version: 15.04.0+16.04.20160413-0ubuntu1

Steps to reproduce:
1. launch unity-control-center, don't close it.
2. launch unity-control-center again from Dash
3. mouse cursor turns busy (spinning icon)

Expected behavior:
Mouse cursor should remain in normal state and switch unity-control-center to foreground.

In step 2, if launching from terminal, would not make mouse cursor turn busy.

I noticed that the mouse cursor is not busy spinning when hovering over qt apps like Telegram and Spotify, but turns busy when hovering over unity-control-center and other GTK apps.

The cursor will return to normal after a while.
