Description: Ubuntu 16.04 LTS

Steps to reproduce:
1. launch unity-control-
2. launch unity-control-
3. mouse cursor turns busy (spinning icon)
Expected behavior:
Mouse cursor should remain in normal state and switch unity-control-
In step 2, if launching from terminal, would not make mouse cursor turn busy.
I noticed that the mouse cursor is not busy spinning when hovering over qt apps like Telegram and Spotify, but turns busy when hovering over unity-control-
The cursor will return to normal after a while.
