System Settings > Bluetooth Off shouldn't disable the indicator

Bug Description
The problem is that when one goes into System Settings > Bluetooth and the Bluetooth slider is in the OFF position as per the attached screenshot off.png, it should still show the Bluetooth indicator in a greyed out fashion as the "Show Bluetooth status in the menu bar" is checked.
What happens instead is as per off.png the indicator is gone.
First, the Bluetooth indicator should always be present by default. This is a regression from Vivid.
Second, it shouldn't remove the Bluetooth indicator when Bluetooth is Off unless the checkbox "Show Bluetooth status in the menu bar" is unchecked.
WORKAROUND: Put Bluetooth into the ON position as per the attached screenshot on.png.
