World clock location completion broken

Bug Description

Hi,

I'm trying to set up the world clock in the panel (this one: https://wiki.ubuntu.com/TimeAndDate#locations), but no matter what I enter in the Locations window, there's no completion happening, and all my entries are deemed invalid and removed as soon as I close the window.
