unity-control-center keyboard shortcuts broken

Bug Description

The keyboard shortcuts configured in System Settings -> Keyboard -> Shortcuts appeared to be ignored. This is a regression from 14.10. Specifically:
- Launch terminal is set to Ctrl+Alt+T. Nothing happens.
- Move window to workspace 1 is set to Shift+Super+Home. Nothing happens
- Move window one workspace to the left/right/etc is set to Shift+Ctrl+Alt+arrow keys. These work.
- Similarly, switch to workspace left/right/etc is set to Ctrl+Alt+arrow keys. Those also work.
- Print screen, plus various modifiers is set to take screenshots in various ways. These don't work.
- Log out is set to Ctrl-Alt-Delete. Nothing.
- Lock screen is set to Ctrl-Alt-L. Nothing. However, Windows+L does lock the screen.

There's more, but you get the idea I think.
