No ask password when logging in system

Bug Description
I create the new user without password. When I login in the system, I changed password.
But after reboot in the login screen I login without password.
But if I locked screen, I need enter the password for returning in system.

I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy.
