Network proxy settings GUI does not have "no proxy for"

Bug Description

When configuring the network proxy settings in Unity, from the System Settings dialog, there is no way to configure the "no proxy for" field even tho the under-lying infrastructure supports this field.

Any corporate environment using a proxy will require multiple local servers etc. to be configured here so not having this field is a serious oversight.

Confirmed still present in 15.10, I imagine at this point it's more critical to ensure that this is resolved in Unity8, but there will still be another full cycle of LTS where this will be an issue, it seems like a pretty trivial addition.
