"Edit Jabber account options" window is blank

This might be a bug in gnome-online-accounts instead, but apport triaged this to u-c-c.

STR:

1. Open "Online Accounts"
2. Click "Add Account..."
3. Click "Jabber"
4. Enter your credentials and confirm.
5. Click "Options" next to "Empathy"

What happens:

A blank window, aside from "Cancel" and "Done", and "Edit Jabber account options", is shown.

What should happen:

Either empathy-specific options should be shown, a placeholder indicating no options should be included, or the "Options" button should be absent/disabled.
