Bug Description
If I go into the Ubuntu Software Center, then click on the "Installed" tab, then remove "Bluetooth Transfer" under "Accessories", a window comes up saying that I must also remove "User level public file sharing..." and "System bluetooth indicator". I click "Remove All". After the removal completes (might take a minute or more), the System Settings item on the "gear" menu is no longer accessible. I reproduced this on 2 very different machines.
