Selecting an output device in sound settings doesn't work

Ubuntu 14.04
In System Settings -> Sound, select an output device doesn't change the output device or even show different settings on the right side.
In the attached screengrab, notice that "Analog Output/Amplifier/SB Audigy" is selected, but the right side still shows the HDMI output settings.
This control panel is completely unusable.
