Bug Description

In Arabic, Persian, Urdu, etc there are two similar characters:

1) The character ۀ (info: http://graphemica.com/%DB%80)

and

2) The character ه (info: http://graphemica.com/%DB%95)

I have assigned a key in keyboard to the first one in a language layout, there's also a default key for the second one. But when I press the key for the second character, several times this is what I get: هههههههه; as desired (every character finding its appropriate connected form).
But when I press the key for the first one several times: ۀۀۀۀۀۀۀ. Just the isolated form (why aren't connected morphs of the character inserted instead?). In Ms Windows there's not such problem.
