"Action" keys require XKB extension to work inside VNC session

Bug Description
By action keys, I'm referring to the "meta" key to bring up the Unity menu, and "left alt" to bring up the HUD. These work once the XKB extension has been enabled in the X server, but I can't see any reason why XKB should be a requirement for these keys to work.
