Can you confirm that gnome-session is not installed and that installing it fixes the problem?

Yes Confirmed. gnome-session was not installed. i installed it then
unity-2d was an option at xubuntu login.

the resulting unity-2d interface had clear GUI deficits - like missing
launcher icons and no logout option - problems ??

Ok, so we need to fix the dependencies of unity-2d to include gnome-session (or move the unity-2d stuff to its own package)

The GUI deficits you see are reported in https://bugs.launchpad.net/unity-2d/+bug/948762
