[panel] The "desktop menu" is missing when no window is focused

When no window is focused, Compiz-Unity shows a special desktop menu bar in the top panel (which is just a variant of the regular Nautilus menu). In Unity 2D, no such menu appears.

Actually, the menu exists, and clicking on the left indicator and then pressing left-arrow key activates it (but it appears in random part of the screen).

Can you explain what you mean by "clicking on the left indicator" please?

I mean the left-most indicator (usually keyboard menu or network menu). Click on it, move mouse away and press the left-arrow key.

Here's a related bug #851623 - I'm not sure whether the menu should be accessible at all.
