Binary package hint: unity-2d
When no window is focused, Compiz-Unity shows a special desktop menu bar in the top panel (which is just a variant of the regular Nautilus menu). In Unity 2D, no such menu appears.

Actually, the menu exists, and clicking on the left indicator and then pressing left-arrow key activates it (but it appears in random part of the screen).
