"alt+f" followed by "alt" brings up HUD underneath the File menu

Bug Description
1. Open Firefox
2. Press Alt+F to open the File menu.
3. Press Alt to bring up the HUD
Actual behvaiour: HUD appears behind the File menu.
Expected behaviour:
1. *If* the HUD grabs Alt, it should cause the File menu to lose focus (which would cause it to disappear).
2. But knowing how menus work on X - they normally supress *all* global keyboard shortcuts. That includes things like volume keys, as well as e.g. Alt+F2. So it's slightly surprising for the HUD shortcut to conflict with the menu at all :).
3. Another point of consistency - once you're in the File menu, you can't use Alt+E to bring up the Edit menu. So being able to do Alt to bring up the HUD is not wonderfully consistent.
I have no strong preference, but I think it'd be better if the HUD didn't come up at all. (Unless Wayland reverses #2 above, so that showing the HUD could be considered more consistent...)
