Unattended upgrades does not report some updates that can't be installed automatically

Bug Description

When there are packages that fail a "sanity check" they are not reported [by email] as expected. This results in updates being ignored indefinitely.

This is fixed in version 1.18 but bionic is using version 1.1: https://github.com/mvo5/unattended-upgrades/pull/255
