Unattended-upgrade starts upgrading packages on dev release 21 days before the release date

Bug Description

With the default configuration (nothing changed), I see in the development version of ubuntu (disco) that unattended-upgrade is now updating every package first thing after boot.

As you can see below, it didn't update packages from the security pocket, but all packages in the release pocket (mutter, gnome-shell and others just migrated to disco-release).

1. This makes on the development version a PITA, because you don't control your own updates
2. I didn't enroll to update all packages at any time
3. "Software & Updates" tells me it is set to only auto-install security updates, which isn't the case (at least on the development version)

The behavior is intentional:
https://github.com/mvo5/unattended-upgrades/pull/149

After the release the release pocket does not change and only security updates and their dependencies from the release pocket will be upgraded/installed.
