Unattended dist-upgrade deletes /etc/X11/xorg.conf config file

Bug Description

Ubuntu 16.04 LTS, i386, is installed on several POS terminals with a touchscreen that needs a driver. For the touchscreen to work, a custom X11 configuration in /etc/X11/xorg.conf is thus needed.

Unattended upgrades have been enabled in /etc/apt/apt.conf.d/10periodic.

Suddenly the touchscreen does not work anymore, the file /etc/X11/xorg.conf had been moved to /etc/X11/xorg.conf.dist-upgrade-201703311243, rendering the touchscreen unusable after the next reboot.

Launchpad added the xubuntu-meta package name to this bug, but I am not sure if that is correct, i.e. it might be that this is a general updating issue.
