Sends mail when MailOnlyOnError=true and all upgradeable packages are blacklisted

Bug Description

I have specified an email-address and MailOnlyOnError=true in /etc/apt/apt.conf.d/50unattended-upgrades. I have also a couple of packages blacklisted. However when unattended-upgrades are run (and the only packages eligible for upgrades are blacklisted) I still get an email (see below). I do not consider this situation as an error that warrants an email. Apticron will be used to notify that there are packages available for upgrades and that are not handled by unattended-upgrades.

I haven't yet been in the situation where there are both upgradeable packages and blacklisted packages, so I'm not sure if I will receive an email in that case.

Is this ever going to be fixed? This issue is still present in 0.82.1ubuntu2.3, which was just installed, overriding the patch that I had previously applied... Extremely annoying...
