if-pre-up.d script overrides udev rules

Bug Description

/etc/network/if-pre-up.d/uml-utilities has the following lines at the bottom:

#
# why the hell does this need to be done?
#
chown root:uml-net /dev/net/tun
chmod 660 /dev/net/tun
-------------------------------------------------

Which overrides udev rules (since udev service is started before the networking one). This should be done through an /etc/udev/rules.d file.
