Bug Description
system version：Ubuntu kylin 19.10-daily
test case：
1、任务栏右键选择任务栏设置
2、取消勾选锁定任务栏
3、选择任务栏在屏幕上的位置为
4、再次设置为底部，不勾选锁定任务栏
5、重启系统，查看任务栏布局
actual result：
expected result：显示正常
