Ubuntu 18.04 usb mount/umount causes drives resume from standby state

Bug Description

On my system, I've installed a HDD dedicated to backups. When unused, this disk is in standby and unmounted state.
When I plug or unplug usb devices, the mount/unmount of the usb device's filesystem causes the standby disk to wake up. This is unnecessary and increases the wear and tear of my backup HDD.
I would like to mount an usb device without affecting unrelated disks (i.e. sleeping and not mounted).

I had'nt noticed this behavior on ubuntu xenial 16.04.
