udev/udisks automount waits for 5 seconds

Bug Description
In Ubuntu 14.04 and 16.04, when plugging in a USB pen drive, there is a lag of 5 or 6 seconds between the kernel detecting the device and udev/udisks mounting it. If there are more than one partition on the drive, each partition takes another 5 or 6 seconds. In 12.04 the automounting started immediately. I tested this with several USB pen drives and several computers.
I consider this a regression (somewhere between 12.04 and 14.04).
What is the purpose of this delay?
How can I change it?
