external dvd writer is not given plugdev permissions

Bug Description
5.25" internal LITEON SHW-160P6S housed in an external USB2 enclosure. Generally it all works a treat with linux. However the symlinks created in /dev are sg0 and/or sg1 and they have the permissions root:root so users cannot make cd/dvds.
Running the writing software as root can work. Also:
chown root:plugdev /dev/sg0
However the next time the computer is restarted or the drive is reconnected the symlinks are recreated with root:root permissions. There is a work-around by creating your own scripts in udev, but it would be great if the drive could be recognized as a DVD burner and given the appropriate permissions.
