usb 3g modem does not switch to modem mode when plugged in but automatically switches to storage mode

Bug Description

Binary package hint: udev

3g usb modem (Huawei E11500) should automatically switch to modem mode but instead it goes to usb storage mode when plugged in during computer use. This means I have to restart the laptop with the dongle plugged in, from start, before the OS recognises it as an internet dongle.
