udev fails to mount repartitioned FAT32 USB pen drive until unplugged, replugged in

Bug Description
Binary package hint: udev
To reproduce this bug I take a USB pen drive (two I used were both 4GB but different manufacturers).
1. Using GParted,
a. make new partion table
b. make one partition FAT32, label no more than 13 characters long.
2. observe drive is not visible on desktop anymore.
3. Close GParted
4. Observe drive is not visible on desktop
5. Open GParted and see that drive is not seen.
6. Only remedy found so far is to unplug and replug in USB pen drive.
