after updating a udev rule, udevam --reload-rules and udevadm trigger causes track-pad to lose functionality

Bug Description

After adding a new rule to 99-local.rules and then reloading udev with the recommended
sudo udevadm control --reload-rules
sudo udevadm trgger

the new device is listed in the /dev directory as expected however, the touchpad tapping, touch to click option although ticked stops working.

Steps to workaround
The option is already set to tap-to-click
set the option is set to something else (tap-and-drag)
set it back to tap-to-click
works again as expected.
