"ucarp --neutral" via /etc/network/interfaces

Bug Description

Please allow "--neutral" option for ucarp to be configured in /etc/network/interfaces.

I want to add a line this line to /etc/network/interfaces:
ucarp-neutral yes

similar to how I can currently put:
ucarp-master yes
