ubuntu-one won't turn off, won't stop corrupting my files

Bug Description

After installing 13.04, I tried turning UbuntuOne syncing on. Last time, it was disastrous, so I only apply it to one small folder now.
This time, it was similarly bad. Several files which existed months ago when I last used UbuntuOne got renamed with a .u1conflict suffix. As soon as I renamed them back, so various programs could work, they got reverted to the u1conflict name.

I delinked my computer from the online interface. It continued to be linked, and the problem continued

I turned "OFF" ubuntuone in the little cloud-icon control panel applet on my desktop. No change.

I looked for something to uninstall in the software centre. The only thing is the gtk control centre.

I rebooted. the cloud-icon control now listed it as "ON" again, whereas I had turned it off.

I launched the control gui, and (because I had delinked the machine from online?) I had to re-log in! through this gui! in order to get at the settings.

But re-logging in was taken to relink everything?
The folders I had requested to be delinked on the desktop control panel were re-linked.

This time, I told it not to restart when I rebooted.
I unlinked everything again.
Then, changing the filenames stuck.

this doesn't feel like a bug report; sorry. I just hope something here will be recognized as new for 13.04. Unfortunately, like my last attempt at using U1, it was an overall disaster.

Something is wrong when a user can't control the automatic start of non essential services. UbuntuOne starts itself despite me selecting in the UbuntuOne System Settings not to.

I have done a bit of research and I found a file that seems to be controlling it in /etc/xdg/autostart/ubuntuone-launch.desktop, but renaming that file did not help.

http://www.iloveubuntu.net/how-enable-all-apps-startup-applications-ubuntu-1110 did not help either.
