[FFe] Switch to fcitx5

Hi!

I see that Ubuntu Kylin still has a bunch of fcitx 4 packages in the seed. Isn't that a problem considering that language-selector-common pulls fcitx5 and they no longer can co-exist?

My interpretation of your comment here:

was that you intended to drop the fcitx 4 packages from the seed. Otherwise I fear that the users may encounter issues...

With my release-team hat on, how big of an operation would the drop of fcitx 4 be for kylin? Does it have any dependencies right now, or everything anyway uses fcitx5?

For the reason: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=976603 , Ubuntu Kylin will drop fcitx4 stuff and switch to fcitx5.
