Step:
1. Open System Settings and select Security & Privacy
2. Tap on the SIM PIN item and Tap on the SIM PIN toggle
3. Enter the wrong PIN code and tap on 'Lock' or 'Unlock' as appropriate
Actual result:
After step 3, two blue circle show on the screen

Expect result:
No wrong display on screen.

Not sure if this is something about how the dialog is done or if it the TextEntry component. On an incorrect pin we do a selectall on the input field and the bubbles should be displayed with the selected text, instead they are drawn where the field would be if the OSK was not also displayed.
