Stop shipping an SDK versioned "1.3" on customer phones before we release 1.3

Bug Description
Apparently we won't formally release SDK 1.3 for a while? I heard early 2016.
In which case, we should really stop shipping something called SDK 1.3 on phones. Currently, app authors can use lines like "import Ubuntu.Components 1.3" and things work. But we might break things on those authors in the normal course of developing 1.3. Lets not put us or them in that position.
Either stop shipping it altogether, or ship it with a version like 1.2.99 or 1.3dontusethis or whatever.

With OTA 7 a new framework is defined and can be referenced for usage of 1.3
1.3 will continue to expand but current apis will be maintained
