ItemSelector animation can't be disabled

Bug Description

The issue happens using current utopic and has been discussed in bug #1342533

It would be nice to be able to disable the scrolling animation that happens when changing the selectedIndex.

One example is the ringtone selection in system settings, we get the information from a backend and update the index then, it leads to confusing UI where scrolling happens after the initial loading
