Edge swipes triggered via touches, not swipes

Bug Description

It's possible to trigger edge swipes (such as raising the toolbar) by just touching near the edge of the screen.
I am told by design this is not desired behaviour, and that the edge interactions should only be triggered by a swipe in from the edge, not a touch.

The toolbar is internal to the UITK and I can indeed confirm that behaviour.

This is on purpose - it's meant to hint that you can edge-drag the
launcher or swipe through the greeter.

Steps that would show this failing in unity8:

* launch two apps
* app on top, can you tap left edge to reveal launcher?
* app on top, can you tap right edge to switch to the other app?

If not, this is working fine in unity8.

It only happens on the welcome screen (intentional as you said) and on the toolbar in apps (unintentional?)
