Documentation needs to be generated for i18n.bindtextdomain

Bug Description

As in click packages translations will be shipped in the folder hierarchy of the app rather than in system locations, I was looking at how to get apps to use the local translations instead of looking for them in the system.

This can be done with gettext's bindtextdomain function, which is implemented as i18n.bindtextdomain in the UI Toolkit.

However, it does not appear documented here, despite it being available:

Apps are not expected to solve this manually.

That said indeed it's missing but it should be there for the corner cases.
