Need a "animateTabBar" property in the tabs control

We need to be able to disable the animation which occurs when a tab is selected, causing it to immediately settle on the selected tab.
Use case:
Opening Indicator tabs must have selected tab in view without animation. Further tab switching due to lateral position must be animated.

Can we use a single property to disable animations and enable "hint-state" (that is, no single tab title is highlighted, but all of them are "greyed out")?

We want the selected one highlighted and not animating when we first open the indicators.
The others being present but greyed out is part of #1203685, and needs separate control as it's valid also when the tabs are animating.
