[sdk] Widgets should be highlighed on mouse-over

When running on system with a mouse, buttons, lists, checkboxes, switches, text fields, and other widgets should indicate visually when the mouse is moved over them. In my opinion, this makes the UI look more fluid and responsive.

The described behavior can also be annoying. I don't want the components in the apps to be changing when I move my mouse.

I think we need feedback from design on this.

Tim, that's only your opinion. I guess you like to see a link underscored or changing its colour when hovered over. So the same can happen on a component, and it may depend on component how they handle the hover. Let's wait the UX guidance.

There may be some components we need to do this with on pointer environments, but normally wouldn't expect hover to change focus. Will explore in conjunction with desktop component design
