[Dash] Touchdown effect kicks in too soon

When scrolling the People Scope, the list cells under the finger flash grey as soon as the finger touches the screen. This is distracting, when the user's intention is to scroll instead of tapping.

Expected result:

Some sort of threshold should be introduced, so that generally tap on cell results in the cell darkening and scrolling does not. That means possibly adding a delay into the effect.

Adding ubuntu-ux for design guidance. This might end up to be a toolkit bug if we decide that all highlights should be delayed.

the issue here is still valid. We are kicking the pressed animation of the ubuntu shape in home, apps, music, videos scope immediately as the user touches the screen and before it is determined whether this is s scroll or a tap.

Hey guys, can you please confirm this is still the desired solution? With the tiles it doesn't seem like an issue, 'cause the highlight is delayed and not as intrusive.

There is actually no touchdown effect at all in the dash atm.

How exactly is the UI Toolkit involved here? A code example is needed if you want someone to investigate it from that angle.
