Bug Description

Not all devices can call. All devices have Dialer.

It is just a dead weight app for the non-telephony apps out there (ie grouper)

We should modify the tablet builds to not include apps that are not supportable there, like dialer

Given that we have only one rootfs two options seem to come into play:

Add an X-Touch-Factor=phone and unity8 (or whatever underlying component) not show it if a specific ro build property is set to either phone, tablet, desktop

Convert the apps to click and add them through customization.
