Arrows are brighter when disabled, and darker when active, on a dark background should be the opposite..
In the screenshot at the left the arrows enabled, and at the right the one not enabled.

I'm going to have to change the package for this when I find out the right one for themes, since this is not actually a Firefox bug but a problem with the Ambiance theme (default). Setting to the 'Radiance' theme gives a light arrow (light on light) for 'disabled' and a dark arrow (dark on light) for enabled. Playing around with themes in general seems to confirm the arrows shape and color can be themed, so the Ambiance theme has just got it wrong.
