Context menu up & down arrows are not themed

When you press right-click to bring up the context menu of a selection, if the menu is too tall, you will see up and down arrows to be able to see all menu items.

In Ambiance, those arrows are not themed.

Steps:

1. Install and launch synaptic
2. Search for libreoffice
3. Right-click on libreoffice
4. Go to "Mark Suggested for Installation"
5. A very tall menu will appear
6. Up & down arrows are not themed

This bug exists in all context menus, not only in Synaptic.

Looks like a continuation of bug 1301607.

Bug 1301607 is very old before the big theme change in GTK 3.20. Now scroll arrows are not themed at all.
