Related: bug #1240875
It's currently impossible to change the UI language without rebooting. In a desktop scenario logging out and back in should be enough.
The wizard doesn't even require that, instead it restarts the session services (indicators, maliit etc.).
It'd be nice if the Settings app allowed to do that, or defer the reboot, informing the user that the change will only apply to newly started applications.
