Bug Description

1) Description: Ubuntu 16.10
   Release: 16.10

2) ubuntu-system-settings:
   Installed: 0.4+16.10.20160927-0ubuntu3
   Candidate: 0.4+16.10.20160927-0ubuntu3
   Version table:
   *** 0.4+16.10.20160927-0ubuntu3 500
        500 http://it.archive.ubuntu.com/ubuntu yakkety/main amd64 Packages
        100 /var/lib/dpkg/status

3) I turned bluetooth off in the menu bar and I expected that at next reboot bluetooth will remain off.

4) At every reboot, bluetooth is turned on.

Workaround is to turn it off and do a full shutdown once.

@Luca just noticed you reported against 16.10, what device is this, a laptop, and what shell are you using? This is more likely to be in the bluetooth stack.

The issue happens with Unity Shell (Ubuntu 16.10) both on a MacBook Pro 8.2 and on a Acer ES1-111-C1LE.
