Test Case:
1. Go to System Settings/Cellular
2. Turn 'Cellular Data' off
3. Enable 'Data roaming'
Expected result
It is possible to turn roaming on with data off
Actual result
The roaming toggle is disabled when cellular data is off and cannot be turned on
